Public Notice
To All Customers of Bellevue Water Utility – 09/03/2025

Water Notice ImageThe Bellevue Water Utility has filed an application with the Public Service Commission of Wisconsin (Commission) to increase water rates. The increase is necessary due to a 62.49% increase in gross plant investment and a 40.86% increase in operating expenses since the last water conventional case was completed in 2011.

The total increase in water revenues requested is $1,294,182 which will result in an estimated overall rate increase of 36.10% over the water utility’s present revenues. If the request is granted, the water bill for an average Residential customer with a ⅝-inch or ¾-inch meter who uses 3,000 gallons of water per month will increase from $36.18 to $46.66, or 28.97%, including the public fire protection charge.

A second public hearing on the application has been scheduled for Friday, October 10, 2025 at 10:00 a.m. This hearing has no physical location. Parties and Commission staff appear by Zoom. Parties and Commission staff may use the telephone connection as a backup or if no adequate internet connection exists. A person may testify in this proceeding without becoming a party and without attorney representation. A person may submit this testimony in only one of the following ways:

  • Web Comment. File a comment on the internet. Go to the Commission’s web site at http://psc.wi.gov, and click the dropdown menu labeled “Commission Actions”. Select the item labeled “File a Public Comment”. On the next page select the “File a comment” link that appears for docket number 430-WR-105. Web comments shall be received no later than Tuesday, October 14, 2025.
  • Live Comment. Make a live comment at the hearing. The ALJ may receive live comments from any member of the public in attendance after the close of any party and Commission staff testimony. The ALJ will receive such comments by stating the name of each member of the public connected to the hearing one at a time and asking if they would like to comment.

The Village's Water Utility is responsible for the maintenance, repair, replacement and operating services for the Village’s water system. Water is purchased from the Manitowoc Public Utilities through the Central Brown County Water Authority.

The Village ensures that the 76.0 miles of transmission mains, 1218 valves, 3 water towers, and 808 fire hydrants are all functioning properly. The Utility services 3850 residential, 417 commercial, 178 multifamily residential, 12 public authority, and 1 industrial customer, with an annual consumption of 422 million gallons of water.

Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water.

Lead Service Inventory

Service line inventories are essential for water systems to address lead services. Establishing an inventory of service line materials and identifying the location of lead service lines are crucial steps in getting them replaced.

The EPA banned lead service lines in 1986. Lead began to be phased out in the 1930s as copper became the preferred material for lines. Bellevue is a newer system, with a large part of our Village being built after the lead ban.

We have developed our inventory through construction documentation and visual inspection, and we have found zero lead connections in our system. Feel free to contact our Utility Superintendent, Erik Schutzius at 920-593-5503 with any questions or concerns.
